To be clear (I wasn't yesterday): before, there were two repos, none of them using -oci or -cat. 
- oci-cat, moved to three code language codes, with no history (individual files were copied from 
- oc-ca several years ago) , and completely stale. oc-ca, that had received a little bit of love (not too much) in the last few years.

What we did yesterday was:
1. Rename oci-cat to oci-cat-archived, and archive it
2. Change oc-ca to use 3-char language code, and then rename it to oci-cat
