ideally that's what we want to do :-)

for background, all of our artifacts are in S3 today.   We're getting slammed on bandwidth, so trying to get IPFS working because:
* Dedup (we have data that would potentially fit into benefiting from dedup)
* Security (people can mirror our repos by pinning them, and we don't have to worry that we don't have package / repo signatures yet)
* Bandwidth (We can rely on the bandwidth of people who pin our repos... only bandwidth we have to worry about is gateways (and cloudflare-ipfs.com is free)
