The operator needs to make sure they get ID from anyone spending 3k in a day. That means they need to come up with ways to prevent that much use from one customer trying to avoid in a day, which is where sms verification comes in. We also have a lower limit that doesn't require SMS, but it will max out over a time period preventing any customer from using it so that doesn't happen.
