Lets be fair, most people will never be a target. 

Some will think they're special and think they're a target, while they're not. 

A very tiny portion of the population is actual targets.

Targets are people there is a security risk for national security. Not people that is researching privacy stuff or maybe for some, DDoS'ed something in the past etc.
