I was able to reproduce it after a good working network I did :
1. remove the interface from the bridge: brctl delif brq8c9de29c-e2 vxlan-149
2. remove the vlan interface: ip link del dev vxlan-149
3. reboot the complete node
4. the interface vxlan-149 does not get created any more.
