talking about rocky... I'm encountering a problem running a minor upgrade from 18.1.17 to 18.1.20 right now.
I'm currently running the openstack-setup playbook, and it's failing in os-keystone-install now.

I have two infra hosts (with a keystone container each), and on the second container, the task "Add service project" is failing. I'm getting the following exception after the 5 retries are over:

openstack.exceptions.ConfigException: Cloud default was not found.

shouldn't default always be available? How do I verify keystone is sane right now? Or, in the worst case, how do I skip these tasks? They shouldn't change anything, anyway, right?
