Simple scheme with just 1 master, and however many replicators:

Master:

Setup: Runs code to create and publish list, based on pins. Outputs IPNS address.

A simple daemon, or even a page opened intermittently could update this IPNS address with the newest list.


Replicators:

Runs the same simple daemon, or web page that can be opened intermittently, and the pins can be scanned and replicated from the IPNS address containing the list.
