dciabrin: have you managed to reproduce my issue on a small baremetal cluster?
Maybe some more relevant details are:
- os: centos9 stream
- tripleo-repos: -b master current
- image: uefi hardened centos9 from images.rdoproject
- 2 nic hardware nodes, with hopefully all traffic through nic1 and default route via ctlplane

Otherwise my templates are very minimal
