doom has an init.el in it's DOOMDIR, which is 

1. $DOOMDIR
2. ~/.doom.d/
2. $XDG_CONFIG_HOME/doom

(which seems to indicate that it could be outside the home directory, but i'm not gonna bother experimenting this is working just too dern well)
