I read up a little, and if I understand it correctly, js-ipfs is 
- not yet of production quality
- wouldn't normally be used to retrieve arbitrary files (since ~ search functionality is not implemented in the javascript version)
- could be used to provide downloadable files / components of (web) applications, via integration into a website / webapp
