for each request type, you can have 3 configs: text, av_cat and bypass
text is just the HTML text that's gonna be presented for that specific request type
av_cat is the authorised values category that's going to be used for the options being presented in the disclaimer stage
bypass is there in case a specific request type is to skip the type disclaimer stage or not
